This document contains two papers on library services in prisons which were presented at the 1985 International Federation of Library Associations (IFLA) conference. In the paper, "Library Service in Prisons/Correctional Institutions," Phyllis I. Dalton (United States) proposes that the IFLA Section on Libraries Serving Disadvantaged Persons establish a working group to address the issue of library service in prisons. Among the topics discussed are the difficulty of her initial international literature searches; the need to make people aware of the informational and recreational needs of this population; the need for comprehensive literature searches so as not to duplicate previous efforts; and recommendations for action, evaluation, and accreditation. In "Prison Library Services--A Responsibility for the Public Libraries," Bjorg Heie (Norway) presents a picture of the development of prison libraries in Norway. This paper includes facts about Norway; information on library services in prisons before 1980; a model for buying services from the municipal public libraries; and discussions of the division of responsibility between prisons and libraries; the size of collections and payment for the right to use books; and staff requirements and work in the prison library.
