A party of vocational educators from the United Kingdom (UK) traveled to the Federal Republic of Germany (FRG) to observe the role of industrial tutors in providing technical training to German workers. During their study, the investigators focused their attention on the role of the meister in the vocational education and training system in locations such as firms' training centers, special centers for unemployed and disadvantaged persons, and in the Berufsschule (vocational schools). The investigators found that in the FRG the relationship between education and industry is much more tightly defined in law and practice than in the UK. After examining the historical development and current role of the meister, meister training, the responsibilities of the meister, and British requirements for the training of industrial tutors, the researchers made a series of recommendations pertaining to industrial training in the UK. These included calls for legislation requiring that all firms and organizations providing industrial training apply for approval as training agencies and for national standards for trainers. (Appendixes to this report include a discussion of the dual system for vocational education and apprenticeship training in the FRG along with extracts from regulations pertaining to the training and examination of industriemeisters and meisters.)
