A Study of the Applicability of Scientific Management Techniques for the Administration of Small, Private Church-Related Colleges.
Ferguson, Albert S.
Experiences with various modern management techniques and practices in selected small, private church-related colleges were studied. For comparative purposes, practices in public colleges and universities were also assessed. Management techniques used in small companies were identified through review of the literature and the management seminars and programs of organizations that assist higher education institutions in management tasks. The State of Tennessee was selected as a typical state, and a checklist based on selected management techniques was sent to the chief fiscal officer in its 83 degree-granting colleges and universities. Respondents were asked to indicate which techniques were actually in use in their institution and to describe other management techniques and practices that have been successful. Three of the institutions were visited to determine the impact of the use of the management practices. Responses indicated the importance of management information systems for budgeting, accounting, or planning purposes. Formal institutional development plans and established channels for receiving feedback on college operations from the college constituency were also ranked high by respondents. In some cases, responses and explanations indicated a clear lack of comprehension of the management practices included on the checklist. Problems in small, private church-related colleges and possible solutions are considered. In addition to the literature review, the following are included: a sample questionnaire; references; a chart of systems suitable for use in small colleges; a list of organizations concerned with higher educational management; and form A (for the employee) of the Annual Management Audit (Ferguson).
