Transition to Postsecondary: New Documentation Guidance for Access to Accommodations

The Association on Higher Education and Disability (AHEAD) recently developed a conceptual framework that substantially revises its guidance for disability documentation for accommodations in higher education settings. This new document, "Supporting Accommodation Requests: Guidance on Documentation Practices," was written in response to the changing understanding of disability in the field, the 2008 amendments to the Americans with Disabilities Act (ADA), and the updated regulations and guidance to Titles II and III of the ADA. The framework establishes acceptable sources of documentation for substantiating a student's disability and request for particular accommodations. AHEAD's new guidance on documentation policies focuses broadly on the philosophy behind the process rather than on rigid documentation criteria, and notes that requiring extensive medical and scientific evidence perpetuates a deviance model of disability, undervalues the higher education professional's history and experience with disability, and is inappropriate and burdensome under the revised statute and regulations. AHEAD guidance makes recommendations for simplifying the process that higher education disability services professionals engage in to document a disability and establish whether accommodations are necessary to access a given course or university requirement.
