In joint venture partnerships between vocational education programs and employers, partners combine their resources to promote common interests such as the relevance, effectiveness, and efficiency of vocational-technical education programs. Partnerships are particularly appropriate for those employers unlikely to participate in youth apprenticeship programs. (JOW)
