The Impact on the Education Service of Teacher Mobility: A Report.

In December 1988 the Council of the European Communities adopted a directive to promote teacher mobility throughout the European Community (EC) by defining mutual qualifications. The purpose of this report is to assess the impact of the initiative on educational services. Chapter 1 is an introduction. Chapter 2 examines teacher recruitment problems and the implementation process of the EC directive. Chapter 3 compares initial teacher training with the directive's criteria and the criteria of the British Department of Education and Science in order to assess the effectiveness of other member states' training programs. The importance of differences in teachers' expectations of their professional role is addressed in chapter 4, which focuses on a cooperative study of French and English primary teachers (Broadfoot, 1988). Chapter 5 offers suggestions for school support of teachers from different environments. Chapter 6 makes recommendations for improving teacher recruitment, deployment, induction, retention, and management. The focus is on teachers preparing to teach at the general educational level. Methodology used for the report includes a literature review, consultations with United Kingdom agency representatives, data collaboration with a study conducted by the European educational policy network (Eurydice), and observation of the Netherlands' education system.
