This report (together with a minority view and a dissenting view) presents the Reading Excellence Act (H.R. 2614). The act is designed to improve the reading and literacy skills of children and families by improving inservice instructional practices for teachers who teach reading, to stimulate the development of more high-quality family literacy programs, to support extended learning-time opportunities for children, and to ensure that children can read well and independently not later than third grade. The report presents the amendments to the Elementary and Secondary Education Act of 1965 as required by the Reading Excellence Act, the roll call votes of the Committee on Education and the Workforce, and changes to existing laws made by the Act.
