This guide provides materials related to the management of the Maryland Adult Performance Program (Project MAPP). The Project MAPP model is comprised of assessment, instruction, management/guidance, and staff development components. Section I provides the rationale for this competency-based educational delivery system for adult learners enrolled in adult basic education (ABE) programs. Section II presents information on and forms for the program components. Topics include philosophy/program purpose, time flexibility, staff development and needs assessment forms, student recruitment, integration of student activities, reporting, and evaluation. Section III describes 12 recommended activities that should occur with students during intake, instruction, and exit. The charts provided may be used to evaluate whether and to what extent each activity is in place; each focuses on one student-related activity. The activity description includes a rationale, consideration questions, standards, and implementation checklist. Activities are as follows: orientation, identifying student data, placement, reviewing student data, diagnosis forming a mutually designed learning plan, active learning, monitoring student progress, exit level, completion, withdrawal, and referral. Section IV contains an administrator's overview, an ABE instructor's overview, and an English-as-a-Second-Language instructor's overview (materials and forms) of program procedures. Lists of basic skills and life skills competencies follow. Appendixes include a glossary, project history, 30-item bibliography, and personnel directory. (YLB)
