Survey of Space and Utilization Standards and Guidelines in the Fifty States. Report 90-4.

A telephone survey of all 50 states and site visits to 18 states and one Canadian province were conducted in order to provide data for a comparison of California's space and utilization standards to those of other states. The scope of the study was limited to a review of the standards or guidelines for the following space categories: classrooms; teaching laboratories; research laboratories; and academic offices. The report presents both "raw" and normalized comparisons of the standards/guidelines used in the selected states. Among findings were that only half the states use formal space standards or guidelines in the planning and budgeting for higher education facilities and that most states have patterned their space formulas and standards after the original work done in California in the 1950s and 1960s. An appendix describes adjustments for differences in enrollment counting periods and adjustments for differences in time of day enrollment. Numerous exhibits supplement the text. (GLR)
