VA Can Provide More Employment Assistance to Veterans Who Complete Its Vocational Rehabilitation Program.
General Accounting Office, Washington, DC.
A review was conducted of the employment and followup services provided to veterans who complete the Veterans Administration's (VA) vocational rehabilitation program. Eight of the VA's 58 regional offices were reviewed and the case files of veterans who completed vocational rehabilitation training in April, May, and June l982 were examined. Review objectives were to determine the employment status of veterans who had completed training under the program and whether their jobs were in fields related to training, the type of employment assistance the VA provided, and the extent of the VA's followup to determine the veterans' employment status. Of the 208 veterans who completed vocational rehabilitation training, l02 were employed, 76 of them in fields related to their training, and 47 were unemployed; relevant information was lacking for the remaining 59. All eight regional offices provided indirect employment services to rehabilitated veterans. However, seven of them did not provide direct placement services to those who encountered difficulties finding employment. In some cases, the regional offices did not prepare required individualized employment assistance plans. The regional offices had not adequately performed required preemployment or postemployment followup. Deficiencies in the VA's automated management information system still existed. (Appendixes provide a full description of the scope, methodology, and detailed findings of the study and an analysis in tabular form of characteristics of veterans whose case files were reviewed.)
