This report contains the commission's broad statement on national employment policy. The statement calls for the development of a new American employment policy, one that addresses the major concerns relating to the creation of jobs and the preparation of the work force to fill the available jobs productively. The report discusses the background of the current economic situation and the anticipated changes in the economy and the work force over the next decade. It further proposes a set of principles upon which employment policy ought to be based.
