Alberta Education Energy Conservation Project. Phase II: Internal Evaluation.

This report is based on the Alberta Education Energy Conservation Project - Phase II. The project was a follow-up to an earlier study, extending from June 1980 to June 1983, in which government funding and engineering manpower were used to conduct an energy management program in 52 selected pilot schools in 5 areas of the province. The report provides an outline of chronological events during the project as well as a quantitative evaluation of the effects of technical retrofit measures on various school buildings, dealing with such technical data as types of modifications undertaken, funds expended in specific schools, and overall effect of the measures on the subsequent energy consumption in each building. The background (Phase I) to the present project is presented, followed by discussions of the development of the Phase II effort, findings, conclusions, recommendations, and future aspirations. Information provided, supplemented by supporting documentation in 13 appendices, complements another survey dealing with a qualitative evaluation of the effect of the energy management program on school building users (administrators, principals, teachers, and custodians) in an attempt to gauge the effect of staff motivation efforts, curriculum additions, and technical modifications on the daily occupants of each building.
