The workshop represented in this proceedings was conducted to stimulate dialogue on the place of remedial instruction in postsecondary education and to promote the effectiveness of remedial/developmental education and the maintenance of educational quality. The proceedings begin with an introduction to the workshop and its 14 resulting recommendations. Next, texts are presented for panel discussions on "Organization and Goals of Remedial Education,""Selling Remedial Education to Administrators, Faculty, Counselors, and Students,""Measuring the Success of Developmental and Remedial Programs,""Effective Instructional Methodologies,""Philosophical Views on the Role of Institutions of Higher Education in Remedial Education,""Legislative Concerns," and "Assessment/Placement/Exit Competencies." The proceedings then offer descriptions of remedial programs at nine community colleges and universities in Texas and Louisiana, followed by 10 mini-presentations on a writing-based developmental English program, computer-assisted and videotape study skills instruction, basic skills development in vocational areas, developmental reading's impact on retention and course completion, an English multi-media learning laboratory, faculty/counselor academic advisement, the stimulation of reading skills, instruction on thinking processes, and a science learning center. Results of a survey of developmental education concerns and the workshop evaluation are appended. (AYC)
