The items in this report were drawn from the 1982 meeting of the Intergovernmental Council of the International Programme for the Development of Communication (IPDC), which had two objectives: to elaborate those criteria and procedures that should govern the selection of communication projects to be implemented by the program, and to approve and initiate certain projects aimed at improving communication in and between regions of the world. The various sections of this final report (1) detail the progress achieved in the implementation of IPDC; (2) examine the financial status of IPDC and the establishment of an appropriate system of financing and resources; (3) identify priorities and criteria for the selection of projects, based in particular on the interim reports on the needs and priorities in the field of communication; (4) examine the status of various regional, subregional, and national projects; and (5) report on the place and date of the next session of the Council. Among the appendixes are the agenda, reports of the Projects Commission and the Finance Commission, a model format for the presentation of projects, addresses provided by the General-Coordinator of Social Communication and the Director General of Unesco as well as the Chairman of the Council, a list of documents, and a list of participants.
