ESAA Title VII Final Evaluation Report. Report No. 77-14.

This is a final evaluation report for three Title VII programs conducted in the Seattle, Washington, school district in 1977. The programs reviewed include: (1) Basic Skills Impact Model (BSIM), an effort to provide basic skills remediation to underachieving students; (2) Minimum Competencies Assurance Program (MinCAP), a remedial program designed to provide secondary students with competencies in survival skills; and (3) Alpha/Mentor Projects, programs for gifted students. A description and list of program objectives is provided for each of these projects. In addition, the evaluation procedures are outlined, and data analysis, data sources, and population and sampling are described. Finally, each program evaluation contains an assessment of the extent to which the objectives have been met. A general discussion of all three programs concludes the report. (APM)
