The basic philosophy underlying many contemporary developments in educational theory and practice is the concept of "equal opportunity" within an education system as distinct from the older concept of "equal education" for all. This research project investigated alternative educational environments that could be designed to more effectively develop the capabilities of children with special interests and talents. The report examines existing Special Interest Centres in countries such as Australia, England, the United States of America, India, and the Soviet Union, and also various selection procedures used to identify talented children. The major section of the report focusses upon six organizational designs that could be used as blueprints for organizing education for talented children. (Author)
