This report provides abridged versions of participants' statements, panel discussions, and lectures given at the International Seminar on Childhood, Culture and Community held at Haifa, Israel, from June 17 to June 27, 1979. The interrelationship between childhood, culture, and community was the topic of the introductory lecture. Basic needs that determine the course of children's development, the impact of cultural differences on children, and models of community development were considered in the subsequent panel discussion. Presentations in plenary sessions focused on (1) a humanistic perspective for early childhood education; (2) basic needs of children; (3) juvenile delinquency; (4) educational programs for disadvantaged and gifted students; (5) rights of children; (6) studies of children growing up in Singapore, Colombia, Kenya and Israel; (7) the impact of culture on the growth of the child; (8) early childhood education in Israel; (9) home instruction in Israel for preschool youngsters; (10) services for the protection of children and youth in Guatemala; and (11) Israeli laws dealing with rights and benefits of children and youth. Also included in the report are general statements approved by the full assembly of participants, summary statements of views, recommendations and conclusions developed during the seminar, and related materials.
