A uniform understanding of the identification and recruitment component of the Wisconsin Elementary and Secondary Education Act Title I Migrant Education Program is the purpose of this recruiter's guidebook which can be an aid to recruiters, administrators, site coordinators, teachers, and parents in meeting the special educational needs of migratory children. State, local, and shared level responsibilities concerning the identification and recruitment of eligible migratory children are detailed; a statement of identified needs, objectives and activities are outlined; and the identification (the process of determining location and eligibility of migratory children living in the state) and recruitment (the process of getting identified, eligible, school-aged children into a local project) procedures are enumerated. The guide also contains definitions of agricultural and fishing activity, guardian, migratory agricultural worker, and migratory fisher; funding sources; federal policy statements on eligibility and parental signatures; sample forms for identification/recruitment and continuing enrollment reporting; sample cases of eligibility and status; recruiting tips; and recent sociological findings about Wisconsin's interstate migrant workers.
