The Validation of Local Title I, ESEA Projects in Massachusetts, 1978-1979.

The purpose of this report, presented in five sections, is to provide readers with a general orientation to the Massachusetts Title I Validation Process. Section I responds to some of the most frequently asked questions about validation. Section II describes how and why the validation process originated, outlines other established validation processes, gives an underlying basis for this practice, cites some of the perceived benefits of validation and concludes with a summary of some of the noticeable features of validated programs. Section III provides a chronological synopsis of the development and implementation of the Massachusetts Title I validation process. This section is intended to both acquaint the reader with the original procedures advanced by the state office during the 1979 school year, and to provide a frame of reference for project directors who may wish to pursue validation in the future. Some of the issues surrounding the development of a state's process for validating projects funded under Title I are described in Section IV and the dissemination of state validated practices and the future implementation of the process are discussed in Section V.
