This report documents initiatives taken to establish scientific and technical information services in Tanzania. The program has as a short term goal the establishment of a national information service for research by the Tanzania National Scientific Research Council with the cooperation and assistance of the Swedish Royal Institute of Technology Library. Long term goals envision the establishment and utilization of modern computer based methods. Specific proposals and their rationale are presented for implementation by TNSRC centering around the formation of the Tanzania Research Information Service to administer and plan information services. Roles and tasks for TANRIS include urgent and important tasks in the areas of planning, information collection and dissemination, access to documents and reproduction services, international contacts, education, services, and coordination. Frameworks are established to pinpoint essential activities required to implement the proposals for the establishment of TANRIS, to recruit and educate necessary personnel, and to establish budgetary activities. A brief chronology and background activities in East Africa and Tanzania related to the program and a list of 11 references are included, and two appendices outline the agreed upon tasks for the mission and visits to Tanzania and Kenya to gather materials.
