A Study of Program Management Procedures in the Campus-Based and Basic Grant Programs. Technical Report No. 1: Sample Design, Student Survey Yield and Bias.

Part of a study of program management procedures in the campus-based and Basic Educational Opportunity Grant programs reports on the design of the site visit component of the study and the results of the student survey, both in terms of the yield obtained and the quality of the data. Chapter 2 describes the design of sampling methodology employed for the identification and selection of the desired respondents including: the survey specifications; the development of the respondent universe; and the definition, stratification, and selection of primary and secondary sampling units. Chapter 3 provides a brief description of the survey operations including difficulties encountered. Chapter 4 presents the yield of each student survey component; i.e., financial aid records and student questionnaires. Chapter 5 describes the preparation of estimates from the national sample, and in Chapter 6 the accuracy of the estimates, including the calculation and presentation of sampling errors, is discussed. Attached appendices include data on individual school response rates and unweighted marginal distributions for each student survey instrument item. (LC)
