The accomplishments of the Right to Read Effort of tbe District of Columbia Public Schools since its implementation, with specific emphasis on accomplishments during the 1978-79 program year, are documented in this evaluation report. The first part of the report provides a description of the program and of the evaluation design. The report's second part offers an analysis of evaluation findings, evidence of the effectiveness of the program, and conclusions, implications, and recommendations. Appendixes contain copies of the Right to Read standards of excellence, instruments used for the evaluation, the needs assessment instrument for administrators, and lists of members of the District of Columbia Right to Read advisory council and the state task force of Right to Read.
