Planning and Analysis Needs for Pupil Transportation.
Stanley Associates, Edmonton (Alberta).
This study was initiated to determine the pupil transportation planning and analysis needs of Alberta school systems and, based on these needs, to define an action plan for the development of an information or analytical package that would assist school boards with their pupil transportation activities. Based on the data collected from indepth interviews with pupil transportation supervisors from four school districts, and a brief questionnaire administered to interested delegates at the fall 1978 meeting of the Alberta School Trustees' Association (ASTA) in Edmonton, a more detailed survey form was developed by the study team and distributed by ASTA to all school jurisdictions. The responses from this questionnaire provided the analysis base from which both the perceived and evaluated pupil transportation planning analysis needs were identified. The report is divided into four sections. Section 1 presents the study background and summary. Section 2 outlines the survey results and summarizes the planning and analysis needs identified. Three areas identified where immediate development work is required were a data storage and retrieval system, a pupil forecasting model, and a computerized vehicle routing model. A systematic stepwise approach for pupil transportation management is presented in section 3, and the work program to develop the planning and analysis is outlined in section 4. (Author/MLF)
