Seen But Not Served; Black Youth and the Youth Service. Report of a Series of Six Seminars Held in 1975/76 to Examine Statutory Provision for Young People from Racial Minorities.

Reported on are a series of seminars held to examine statutory provision of services for minority youth in England. In addition, questionnaires on the subject, which were completed by local authorities and community relations councils (CRCs), are discussed. Questionnaire content includes organized assistance to minority groups, provision of multiracial centers, employment of minority youth workers, relationships between local authorities and CRCs, representation on CRC Youth Committees, influence on local authority youth policy, and help received from the Community Relations Commission's Youth and Community Section. Seminar discussions include examination of the effects on the youth service of the reorganization of local government, a previous report on youth services, the role of local authority youth services, and resources and financing of services. Recommendations are made for improving youth services. Appended are a list of seminar participants, the current policy of the Community Relations Commission Youth and Community Section and a proposal for a revised policy, the Commission's response to a Department of Education and Science discussion paper, and copies of the questionnaires utilized.
