This report presents a study of policy issues related to the provision of early childhood and family education services in Minnesota. Chapter One consists of an executive summary and recommendations. Chapters Two and Three overview the concept, rationale and implementation of Minnesota's early childhood and family education pilot programs. Chapters Four, Five and Six present perspectives on the pilot programs, including program evaluation, areas of agreement in providing service and administrative issues related to service provision. Chapters Seven, Eight and Nine discuss costs of the program. Legislation excerpts, a list of state level organizations and agencies, and a list of reports related to early childhood and family education are appended. (Author/RH)
