The manual provides suggestions and information on planning and implementing programs for gifted and talented students in Idaho. Following a brief section outlining the program rationale and defining related terms, the document addresses 14 program planning and initiation aspects: district need, action planning steps, development of the plan, screening procedures, comprehensive evaluation, student eligibility, procedural safeguards, the individual education plan, personnel characteristics and qualifications, inservice education and staff development, parent involvement, programs with mentors and/or community resources, timeline for program development and initiation, and evaluation design. A section on implementation touches on state requirements and assistance, pre-implementation considerations, and program models and alternatives.
