This manual is a major revision of an administrator's manual concerning educational goals and objectives (ED 073 530). No major changes have been made in the original concept. The educational planning model is a long-range planning model involving community members, professional staff, and students in formulating educational goals. Phase 1 activities, presented in this booklet, enable a school or district to prioritize goals and determine perceived needs. Members of the community are involved in ranking educational goals in order of importance and assessing how well educational programs are meeting these goals. The manual includes strategies for forming representative community committees and for selecting members of these committees, procedures for preliminary planning and organization, and methods for translating needs of the district into performance objectives. A lengthy appendix contains related forms, examples of goals, sample news releases and letters, needed statistical and mathematical methods, and other auxiliary materials. (Author/JM)
