Developing, Monitoring, and Enforcing Juvenile Justice Legislation: A Case Study of Pennsylvania.
Baird, Joseph H.
This case study documents reform policies and practices for handling juveniles, and the development of complete monitoring of child welfare and juvenile facilities. Due to the work of citizen and child advocacy groups, ways have been developed in Pennsylvania to determine whether state and federal laws regarding institutionalized children are being violated. Major sections focus on recent Pennsylvania juvenile justice legislation, statewide organizations, and monitoring and enforcing of state legislation. The appendix includes sample forms used by the Pennsylvania juvenile courts, youth information sheets and statistical reports. (Author/BMW)
