Since its inception in 1970, the Migrant Student Record Transfer System (MSRTS) has proved to be an invaluable tool for transferring academic and medical information for migrant children as they continually move from place to place. The program has provided educational continuity for the children, aided administrators in the coordination of programs, and helped in the identification and provision of necessary health services. This manual was designed for use both as a training guide and as a continual source of reference for records specialists on every aspect of the MSRTS. It describes each section of the MSRTS form and provides examples, as well as an explanation of the enrollment--re-enrollment forms. One section discusses duplicate records, how they occur, and the procedure for merging records. Other sections discuss ineligible students, withdrawal procedures, distribution of MSRTS forms to schools, credit accrual for high school students, and retention of forms for filing purposes. A section on reports from Little Rock, Arkansas, discusses the Periodic Enrollment Validation Report, the Inter/Intra-State Student Enrollment Monitoring System Report, and the Grade-Age Report. Appended is a section describing special programs, special interests, tests, and criterion tests. (DS)
