This volume, number two in a series of three, investigates the relationship between modes of finance for primary schools and educational policy objectives in the countries of the United Kingdom, the United States, and Yugoslavia. The first purpose of the book was to tell the history of educational finance arrangements in order to frame the context within which present arrangements operate. A second purpose was to present current policy objectives and to describe the link between these objectives and the financial instruments used to achieve them. Finally, the country studies were intended to provide some insight into the effectiveness of these instruments, or lack of it, in achieving their intended purpose. Each of these studies is meant to stand independently, useful in itself as a country description and analysis of the choice, use, and effectiveness of current financing arrangements in achieving policy goals for primary schools.
