This proposal outlines twenty suggestions for the improvement of public elementary and secondary education in Quebec. The role of the State in education as a whole and educational finance in particular is discussed. The circumstances in which an individual may best achieve self-fulfillment and improve himself throughout his life are examined. Changes in the curriculum, to reflect the fact that we live in a technological world, are suggested. The question of preparation for jobs for those students, the majority, who will not continue their studies beyond secondary school, is discussed. The values to be taught by the school are considered in light of the interests of workers. The role of educational evaluation is outlined. The problem of maladjusted and handicapped students is addressed. The issue of instructional materials to be used is discussed. The need for and right to lifelong education for all is examined. The problem of raising the educational level of the masses is considered. (MC)
