This publication outlines some basic facets of an educational system with the intention of providing guidelines for excellence throughout the public school system in Wisconsin. Specific topics include: (1) the organization of elementary and secondary education on both the state and local level; (2) instructional organization and staffing patterns; (3) the instructional/learning program, with a focus on curricular areas, thematic/integrative approaches, children with special curricular needs, and other specialized programs; and (4) administrative considerations, including financing, planning, accountability, etc. Appendices provide 13 standards for the state schools and task force reports on a variety of topics.
