The 1979 brief on operating support to the Ontario Council on University Affairs (OCUA) is presented. Section One presents an analysis of the revenue implications of the announced level of government funding for 1979-80 and measures this against the advice proffered by both the Council of Ontario Universities (COU) and the OCUA. Section Two sets out recommendations of the COU to OCUA on the factors to be used in its global funding model for 1980-81. Section Three addresses the implications of the extension of the government's program of fiscal restraint to 1983-84. Specific contents include: background information on funding; the impact of inflation on salaries; the increasing cost of benefits; non-salary inflation; furniture and equipment; projected enrollment variation; establishing the funding base for l980-81; factors used in the calculation of the funding base; and cost of the COU basic funding recommendations.
