Apportionment of Operating Aid for the 1977-78 School Year: A Complex Status Quo.

The major purpose of this report is to examine what the operating aid formula for the 1977-78 New York State school year could have been for the 347 save-harmless districts and the 236 limited aid districts if the 1977 legislature had not based apportionments on the previous year's aid. The study, conducted by a governor-appointed task force, summarizes the 1977-78 operating aid apportionment system and operating aid formula and discusses the impact of using three other major formulas. Also included in the report are discussions of the payable operating aid scheme for the state's school districts, state and local support levels, and variations in per pupil operating expense. The final chapter discusses how school districts can receive their operating aid without save-harmless provisions or limits on increases. (Author/LD)
