This document contains discussion topics for a meeting with the California superintendent of instruction. The headings for the areas of concern are "Positive Aspects of State Categorical Programs,""Concerns with Assimilating Local, State, and Federal Programs," and "General Administrative Concerns." Most attention is given to concerns under the assimilation heading, which covers program concepts and general ideas, regulation, parent involvement and site councils, business management, board-state department relations, and liaison with the state department of education.
