Specialized Program Evaluator Manual (SPEM). The Manual.
American Medical Association, Chicago, IL. Dept. of Allied Health Evaluation.
Information for this manual was gathered through eight allied health organizations which provided 171 representatives to participate in six regional workshops at which consultants, faculty, and project staff presented concepts and materials on how to evaluate the quality of an allied health education program. Participants subsequently participated in a site evaluation and further workshops to evaluate the process and designate materials for inclusion in this manual. The manual was designed for individual on-site evaluation team members, and includes step-by-step procedures for program evaluation in the fulfillment of minimal educational objectives as stated in standards. The background, training, experience, attitudes, knowledge, skills, and physical factors characteristic of an effective program evaluator are discussed. Standards for accreditation, accreditation agencies and programs, as well as the features of an evaluation system are also outlined. These include commitment of those involved in the system, the evaluation of a whole program rather than isolated segments, involvement of significant groups at each stage of the evaluation process, and adaptability of systems to program variations. The characteristics of and procedures for program self-study are also outlined. Suggested readings are included and information concerning evaluation criteria, accreditation procedures and practices, program essentials, site visit forms, applications for accreditation with self evaluation, and procedures regarding adverse decisions are appended.
