The results of 12 Pennsylvania state-wide projects for establishing specialized competencies for teachers are presented in this document, and specific guidelines for competency levels are provided for l1 certificate areas and for educational paraprofessionals. The origins of and reasons for state involvement in Competency Based Teacher Education (CBTE) are discussed in the first chapter, followed by chapters providing competency guidelines in the following certificate areas: (1) elementary, K-6; (2) communication, 7-12; (3) sciences, 7-12; (4) social studies, 7-12; (5) foreign languages, K-12; (6) health and physical education, K-12; (7) industrial arts, K-12; (8) music, K-12; (9) special education, K-12; (10) elementary school principal; and (11) secondary school principal. The results of the "First Year Teacher Survey" for two years are also reported, and locations and topics of CBTE study in Pennsylvania since 1973 are identified. Appendices include three lists of generic competencies and a directory of PaCBE and local CBTE coordinators. (DS)
