Institutional Long Range Planning.
Caldwell Community Coll. and Technical Inst., Lenoir, NC.
Long-range institutional planning has been in effect at Caldwell Community College and Technical Institute since 1973. The first step in the process was the identification of planning areas: administration, organization, educational programs, learning resources, student services, faculty, facilities, maintenance/operation, and finances. The major steps in the process included: (1) development of a plan of action with target dates and responsibility assignments; (2) review of the prior long-range plan; (3) review of the planning model; (4) gathering of data and assessment of needs; (5) involvement of students, faculty, staff, trustees, community, business, and industry; (6) development of quantified objectives in the planning areas; (7) review and refinement of the objectives by all institutional segments; and (8) approval by the board of trustees. Once the long-range plan was adopted, it was divided into annual components which formed the framework for a management by objectives system. The planning report describes the structure of this management system, its operation, and anticipated changes in the planning process. Attachments illustrate the planning model, administrative timetables and organizational charts, memoranda concerning committee functions, and budget information. Sample pages from the annual plan illustrating administrative objectives and long-range goals are included. (MB)
