Guidelines and procedures which Texas Agricultural Extension Service personnel may use in working with local people in planning and carrying out county programs are provided in this handbook. The program building process is based on the philosophy that people have both the desire and ability to plan and carry out educational programs. The handbook Introduction provides discussions of the purpose of the handbook, definition of terms, a chart showing the program building process, and the scope of county programs. Following sections present discussions of The County Program Building Organization; The Process of Planning the County Program; The Written County Program; Leadership of the County Program Building Organization in Carrying Out the County Program; and the County Extension Agent's Annual Plan of Work.
