The Major Elements of a Plan for the Administration and Supervision of Secondary Vocational Trade and Industrial Education in Alabama.

The purpose of this study was to determine and develop the elements of an organizational plan for the administration and supervision of secondary vocational trade and industrial education. The study included a survey of pertinent literature, including the Smith-Hughes Act, the provisions of Public Law 88-210, and the Alabama State Plan for Vocational Education. Some conclusions drawn from this study were that: (1) The people of this country are interested in education, (2) The Smith-Hughes Act was a milestone in educational progress, (3) The deliberate choice of education for the world of work as an objective of the educational system is conclusively documented, and (4) Secondary vocational training in the Madison County-Huntsville area is presently inadequate. One implication of the study is that a thorough, all-encompassing survey of the manpower needs in the area should be conducted, which will determine the facilities to be provided, the curriculums to be offered, and the structure of an organizational plan best suited to fill these needs. It was also recommended that advisory committees be properly constituted and used. (GEB)
