This document presents Part One (pages 1-432) of the joint hearings held May 13 and 20, 1971 before two subcommittees of the Committee on Labor and Public Welfare. The hearings were designed to amend the Economic Opportunity Act of 1964 to provide for a comprehensive child development program in the department of Health, Education and Welfare and related bills. Part One includes the texts of the bills, a chronological listing of witnesses, and an alphabetical listing of statements. Additional information on six articles and publications relating to child development, black child development, and child care is reprinted.
