This paper suggests that, before a new occupational program is offered in a community college, an advisory committee be formed to help set standards for equipment and the instructional program. The management device known as Program Evaluation and Review Technique (PERT), would be useful both for the establishment of this advisory committee and for guidance through its subsequent meetings. A PERT network should be developed to cover the time from when the need for a program is felt until the advisory committee and program prospectus are established. This paper presents a model for the application of PERT to the establishment of the advisory committee. Events and the sequence of necessary planning are pinpointed and could easily be applied to actual situations. (MN)
