A Policy for Scientific and Technical Information Dissemination.
Science Council of Canada, Ottawa (Ontario).
In this sixth report, the Science Council proposes a national policy for scientific and technical information dissemination with the aim of ensuring the provision of information and information services relevant to the present and future needs of the generators, processors, disseminators and users of information in Canada. The basic principle in policy development is that the building of any information service should be based on existing expertise with the aim of linking such services into a network of systems, operated under decentralized control. The Report discusses the federal role in such an information network and proposes creation of a "Scientific and Technical Information Board" within the National Research Council, to become responsible for the implementation of that role and to provide the co-ordinating focus for national development. Mention is also made of problems of information dissemination for the social sciences and humanities. Recommendations are: (1) adoption of an information policy; (2) designation of the National Research Council as the agency responsible for promoting federal participation in the development of a national network of scientific and technical information services; and (3) that the National Research Council create a Board of Directors responsible for directing its activity in scientific and technical information dissemination.
