This document presents discussions by legislators and educators on the degrees of responsibility and authority that State planning and coordination agencies should be assigned in the design of a sound growth pattern for higher education appropriate to the needs of modern society. Some of the issues raised touch on (1) the proliferation of Ph.D programs, and the role of the Federal Government in encouraging institutions to expand into new doctoral fields; the impact of Federal funding on educational activities, and the threat of a decrease in Federal support; the relationships between State agencies and educational institutions; and the value of planning and coordination boards to State level decisionmaking.
