Information has been compiled on the patterns of community college finance in 42 states. The author found substantial differences with regard to public responsibility for financing community colleges. Differences were also found in the areas of control and coordination of the colleges and sources of funds for financing their operations and capital outlay programs. This report recommends that (1) a proper balance of federal, state, and local financial sources be established; (2) operational control should be at the appropriate organizational level to encourage achievement of the community colleges' goals; and (3) financial assistance should come from all levels of government to ensure a balance in the fiscal support of these institutions.
