The national problem resulting from the inability of large numbers of youth to meet educational requirements for military enlistment was described in the 1966 report (see VT 005 531). Part I of this report contains an analysis of the efforts of the National Committee for Children and Youth (NCCY) to help this youthful population in Baltimore, Maryland, and Washington, D.C., since July 1966, and a summary of the procedure involved in effecting a transfer of this experiemental and demonstration project under NCCY auspices to local Youth Opportunity Centers. Although provision was made for 1,000 youths, only 765 were served at a cost of $193,000, compared to 1,259 youths served the previous contract year. Part II is a compendium of the training and consultative services offered by NCCY, during the year beginning June 1, 1966, in a project to train selected staff members from five Youth Opportunity Centers in Chicago, St. Louis, San Antonio, Los Angeles, and Rochester to enable them to return to their own cities to establish experimental and demonstration programs for training and placing youth who failed to meet minimum requirements for military service.
