AN INSTRUCTIONAL BULLETIN TO ASSIST TEACHERS OF THE EDUCABLE MENTALLY RETARDED CHILD IN THE DEVELOPMENT OF READING SKILLS WAS PREPARED FOR THE LOS ANGELES CITY ELEMENTARY SCHOOLS. THE BULLETIN IS DIVIDED INTO FOUR SECTIONS WHICH INCLUDE AN INTRODUCTION, A DISCUSSION OF THE DEVELOPMENTAL SEQUENCE NECESSARY FOR EFFECTIVE READING INSTRUCTION, SUGGESTIONS FOR STIMULATING THE DEVELOPMENT OF THOSE FACTORS, AND SOME PROCEDURES FOR EFFECTIVE READING INSTRUCTION.
