Ensuring Access, Equity, and Quality for Students with Disabilities in School-to-Work Systems: A Guide to Federal Law and Policies.

This publication provides guidance to state and local administrators responsible for planning and implementing comprehensive school-to-work systems for all students, including youth with disabilities, under five key federal laws: (1) School-to-Work Opportunities Act of 1994; (2) Individuals with Disabilities Education Act (IDEA) as amended in 1997; (3) Carl D. Perkins Vocational and Technical Education Act of 1998; (4) Section 504 of the Rehabilitation Act of 1973; and (5) Americans with Disabilities Act of 1990. The eight chapters address the following topics: (1) an overview of the five key federal laws; (2) the meaning of "quality" in the provision of comprehensive school-to-work systems; (3) equity in quality systems (equity in program development, equity in entrance criteria, and linkage with IDEA); (4) the principle of equity in program development applied to a case study showing legal, policy, and practice implications; (5) the principle of equity in entrance criteria applied to a case study; (6) the principle of equity in entrance in relation to ensuring the participation of youth with disabilities in work-based learning opportunities; (7) method for linking with IDEA for quality and equity; and (8) quality evaluation of school-to-work systems including data collection, monitoring, and evaluation.
