Persons of black African descent. For citizens or legal residents of the U.S. of black African descent, use "African Americans." When appropriate, use a Location Identifier. Prior to 2004 "Blacks" was used for persons of black African descent, regardless of country of citizenship or place of residence. From 2004-2007 this concept may have been indexed under "Ethnic Groups" or "Minority Groups"
