One indicator of progress in the Challenge to Lead goals refers to teacher compensation: Salaries, benefits and incentives are competitive in the marketplace. They are aimed at recognized expertise, student performance, state needs and taking on additional or different roles to improve curriculum and instruction." Most Southern Regional Education Board (SREB) states have completed 2004 legislative sessions, during which a few were able to raise teacher pay or increase funding for benefits in 2004-2005. Some states are leaving local districts to make decisions about general pay raises. Budget constraints, along with state and federal efforts to raise student achievement, make it even more critical for states to make the right decisions about compensation. The decisions they make must be effective in drawing the most qualified candidates to teaching, keeping the best teachers and supporting efforts to raise student achievement and to close achievement gaps.
